LAS CRUCES — A penny (more) for your thoughts? The cost of sending a first-class letter will rise a penny to 42 cents on Monday. And the one-cent uptick has postal customers rushing to stock up on Forever stamps, selling for 41 cents until the rate increase takes effect.
