eBay UK announced that a "site issue" is impacting Bulk Edit and Selling Manager / Selling Manager Pro. "We are aware that some members are experiencing issues using the Bulk Edit and Selling manager / Selling manager pro tools. As a result the markdown manager feature is also impacted."
