St. Paul post office developer to seek $850,000 in grants

The developers who purchased the massive U.S. Post Office and Custom House Tower on Kellogg Boulevard is asking for public assistance to redevelop the riverfront building into a hotel, apartments, a restaurant and a parking ramp.
