Is Restaurant Service Fee Taxable? Shouldn't UPS/FedEx Lower Fuel Surcharge?

What's the difference between a service charge and a tip at a restaurant? And if fuel prices are so low, why haven't UPS and FedEx dropped their fuel surcharges?
