BATON ROUGE — Louisiana appeared to be out of the path of Hurricane Ike on Tuesday, but the state’s recovery from Gustav began showing strains: Huge crowds overwhelmed facilities for emergency food stamps, and a shortage of tarps hindered homeowners’ efforts to repair smashed roofs.
