Quest cards help local, low-income people (OnMilwaukee.com)

For decades, low-income people paid for their food with a ticket-like tender called “food stamps.” Today, the stamps have been replaced with Quest cards. More than 148,000 people in Milwaukee have a Quest card, and although they are not required to, most grocery stores accept them. Some, however, do not. We wondered why.
