Thames Valley Police said a white Kia Rio 2 left Cuddesdon Road, near the junction of The Green in Horspath and hit a telegraph pole at about 10.20pm on Sunday (August 3).
The driver, a 19-year-old man, died at the scene.
His next of kin have been informed and are being supported by specially trained officers, the police force said.
A passenger, a woman in her 20s, required hospital treatment for minor injuries but has since been discharged.

A black BMW 3 Series, which had been in convoy with the Kia, remained at the scene after the collision, police say.
The driver, a 22-year-old man from south Oxfordshire, was arrested on suspicion of causing death by dangerous driving, drink-driving, dangerous driving and driving while unfit through drink or drugs.
He has been released under investigation.

He has been named locally in tributes as Talvin.
People close to the boy have described him as an ‘incredible young man’ who will be ‘truly missed’.
His hobbies included golf and collecting trainers.
A tribute under the name of ‘S Dortane’ said: “I’m so sorry for your loss, my heart goes out for you and rest of your family and friends.”
They added: “Rest in peace beautiful boy, you will be always loved.”

Paying tribute to Talvin, a spokesperson for Le Manoir said: “He was a much-loved team member and is deeply missed by everyone who worked with him.
“We are supporting all of those involved and our wider team through this difficult time.”
According to Talvin’s LinkedIn profile, he is from Hazlemere near High Wycombe.
Tim Bearder, a county councillor covering Horspath, said he is ‘heartbroken’ for the victim and his loved ones.
“These tragic events are a constant reminder of how dangerous our road network is,” he said.
“If you pay close attention to the pages of the Oxford Mail, you quickly become horrified by how frequently lives are lost on the county’s highways.

“Instead, they unfold with grim regularity. We must never accept this as normal.

“We must do more to prevent this awful loss ever happening again.”
A spokesperson for Horspath Parish Council added: “Horspath parish councillors offer its sincere condolences to the family of the person who died following the crash on Sunday night.”
