As the recession peels away thousands of Sonoma County jobs, welfare caseloads and costs are rising at an unprecedented rate, county officials say. Payments to needy county residents – including food stamps, general assistance, cash grants and in-home services – totaled $12.8 million in April, up more than 30 percent from a year ago.
