Abandoned Stamps smelting plant to be safe of contaminants by September

Red River Aluminum left a lot more than a few vacant buildings when it abandoned its Stamps, Ark., smelting plant in 1998. Among the remnants were soil contaminated with arsenic, lead and other harmful chemicals and 85,000 cubic yards of salt cake, runoff from which killed nearby vegetation.
