Two large contracts for election print services are currently up for grabs along with a garden waste permit job via the government’s Find a Tender service.
Greater Manchester Combined Authority (GMCA) is seeking to award a single supplier framework for the provision of election print services.
Worth an estimated £4.9m, the contracting authorities that may use the framework are the 10 Greater Manchester authorities (Bury, Bolton, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford, and Wigan) plus associate members Blackpool, Blackburn with Darwen, and GMCA.
The framework agreement is also open to other public sector authorities for use in line with agreed schedule of rates and call off terms and conditions.
The contract will run for up to four years, initially from 8 January 2026 to 7 January 2028, and then with possible one plus one year extensions up to 7 January 2030.
The tender submission deadline is 12pm on 13 October 2025 and the estimated award decision date is 2 December 2025.

Separately, Birmingham City Council wants to establish a framework agreement for the provision of elections and registration services.
This contract would cover all elections held within Birmingham during the life of the contract, including citywide elections, but also ward by elections, and neighbourhood planning referendums. It would not cover BID Ballots or non-binding local referendums.
The contract would also cover the provision of statutory forms relating to electoral registration, including all household correspondence sent out during the annual canvass period and invitations to register for individual electors.
The framework agreement being procured has been split into two lots, the first for a managed postal vote service to handle returned postal votes during elections; and the second for printing for all statutory elections and electoral registration, including poll cards, ballot papers, postal votes, and any registration or canvass forms.
Tenderers may bid for one or both lots. A single provider will be appointed to each lot.
The framework agreement will commence on 27 January 2026 and will be in place for a period of four years until 26 January 2030, unless terminated under the terms and conditions of the contract.
The total estimated value is £4m – with the first lot worth £750,000 and the second lot worth £3.25m.
The tender submission deadline is 11am on 29 September 2025 and the estimated award decision date is 1 November 2025.
Finally, the Essex Procurement Partnership (EPP), on behalf of Braintree District Council (BDC), is inviting suppliers to participate in market engagement for the provision of garden waste permits to individual subscribers.
The contract will require the collation, printing, and distribution of permits to approximately 40,000 to 45,000 subscribers annually, with a contract period of three years with an option to extend for up to one year.
The scope of this contract may not be limited to garden subscription permits but may also include other types of printed material in the future, such as recycling calendars and/or may include other EEP partner authorities.
With a total estimated value of £257,972, the contract is estimated to run initially from 1 January 2026 to 31 December 2028, and then with the optional one-year extension to 31 December 2029.
The tender submission deadline is 12pm on 30 September 2025 and the estimated award decision date is 5 December 2025.
