Fisherman waved penis at female police officer

His mental health had been crashing at the time

A fisherman who was sectioned after a psychosis crisis pulled his pants down and waved his penis around at a female police officer to “shock and humiliate her”.

Jamie Coombs was first taken to the Royal Cornwall Hospital in July last year after suffering from paranoia, delusion and psychosis where he was given some anti-psychotics drugs.

When his mental health crashed, Coombs, 36, from Chapel Road, Tuckingmill, Camborne, was then taken to Longreach psychiatric hospital in Redruth by two police officers.

A sentencing hearing at Truro Crown Court today (Friday, December 12) heard that it was in the early hours of the morning on July 24, 2024, that Coombs made some sexualised comments directed at the female police officer present.

He then pulled his trousers and underwear down, grabbed his penis and waved it at the officer. While being restrained to be put back on his bed, he made various threats then punched the other officer in the face twice.

Coombs was arrested and later charged one count of assaulting an emergency worker and another of outraging public decency which he pleaded guilty to.

In mitigation for Coombs, solicitor Dieter Kehler said the fisherman had no recollection of the incident and had made his mental health worse by taking cocaine. He told the court Coombs has suffered from mental health issues including paranoia and anxiety and delusion.

He added: “If he knew who he could apologise to he would but he has no recollection of what happened.”

Mr Kehler said Coombs had made great progress with the probation services and has a boat to go to and employment if he is not sent to prison.

His Honour Judge Simon Carr told Coombs that while suffering from long-term mental health issues the worst thing he could have done was to make it worse by taking cocaine. He said the incident happened when Coombs was visibly unwell.

He said: “You exposed your genitals to a female police officer to shock or humiliate her. Then you punched an officer the face more than once. I accept that you were very ill in psychiatric unit at the time which puts it into context. You have done well with probation. It would be inappropriate to compromise this good work.”

Judge Carr imposed a two-year conditional discharge on Coombs.
