The long-delayed stamp tax system on cigarettes is facing another setback after the Department of Finance (DOF) failed to release its implementing rules and regulations (IRR), the Bureau of Internal Revenue (BIR) said. Jacinto-Henares said Finance Secretary Cesar V. Purisima has yet to sign the IRR on tax stamps.
