FRONT ROYAL — Mayor Eugene R. Tewalt has called a special Town Council meeting for Thursday to address a judge’s ruling that says Front Royal cannot require restaurants in the U.S. 340-522 corridor outside the town limits to collect a meals tax in exchange for water and sewer service.
