Judge orders state to sell tax stamps

Illinois must sell as many cigarette tax stamps as distributors want, a Sangamon County judge decided Thursday. Shortly after the ruling, one distributor bought about $13 million worth of stamps, more than the state normally sells to all distributors in an entire week.
