Linda Law, who is standing for the Party of Women in Norwich South, became embroiled in a row on social media after an activist shared a photograph of the leaflet a day before they were posted through doors.
Royal Mail has confirmed that the flyers were not delivered prematurely – and Ms Law claims that the matter is being taken “very seriously” by the organisation due to suspicions that the material may have been taken by someone involved in the distribution process.
The campaign material urges constituents to vote for Ms Law at the General Election.
It states that “no woman has a penis” and “no man has a vagina” and adds: “In Britain 2024, it has become an act of defiance to say these words.”
Some social media users say the leaflet is “absolutely disgusting” and claim it calls for the “removal of rights and protections for trans people”.
Jamie Osborn, who is standing for the Greens in Norwich South, said the leaflet was “telling [trans people] they don’t exist”.
The Party of Women stood five candidates in the local elections last month, with none voted in, and is focussed on protecting female-only spaces such as in changing rooms and hospitals, which they believe are threatened by the presence of men who identify as women.
Kellie-Jay Keen, leader of the group, said on social media: “This is likely evidence of wrongdoing… like working at the sorting office and taking a photo of election material and posting it online prior to it being delivered.
“Interfering with an election is a crime.”

The social media account that posted the image is run by a “team” of activists who insist they were sent a photograph of the leaflet by a resident in Norwich South after it was posted through letterboxes.
“The candidate has lied,” the user added.
However, Royal Mail says that delivery of the leaflets began on June 21 – the day after the image was posted on social media.
“Tampering with election mail is taken very seriously,” Ms Law said. “They are taking it pretty seriously.”
She is standing for election in Norwich South alongside Sean Bennett for the Lib Dems, Graham Burton for Reform UK, Conservative David Thomas and independent candidate Elizabeth Davey.
The Labour candidate is Clive Lewis and Mr Osborn is standing for the Green Party.
