The 5-year measure offers more subsidies for farmers, food stamps for the poor, and special election-year projects. The 318-106 margin is more than enough to override a threatened veto from President Bush. He says the bill is too costly and gives too much money to wealthy farmers with farm prices at record highs. The Senate is expected to pass the bill by a wide margin.
