Royal Mail have announced amended Delivery Speed Exclusions for Royal Mail 24 and 48 and Tracked 24 and 48 Services. In addition, the Royal Mail and Parcelforce Worldwide delivery platforms, terms and conditions and supporting contractual documents are being merged. The big change however is introducing new delivery zones including for areas such as the Isle of Wight (lumped in with Rural Scotland), the Channel Islands and Isle of Man.
Zonal Pricing?
Our take on this is that nothing much will change in August, but at some point in time (probably the near future) any services not covered by the USO will see price changes for the new Delivery Zones. Royal Mail probably would like to introduce zonal pricing straight away, but for PR purposes it makes sense for them to announce the new delivery zones today and delay zonal pricing until a little down the road, citing higher costs for servicing these areas.
Amended Delivery Speed Exclusions
The amendments to Delivery Speed Exclusions impact Royal Mail 24 and 48, Tracked 24 and 48, 1st and 2nd Class Account Mail (Parcels), Business Mail Account 1C Unsorted, Business Mail Account 2C Unsorted (Parcel) Services.
As of the 11th of August 2025, Royal Mail will be updating the postcode exclusions for the Royal Mail 24 and 48, Tracked 24 and 48, 1st and 2nd Class Account Mail (Parcels), Business Mail Account 1C Unsorted, Business Mail Account 2C Unsorted (Parcels).
The new postcode exclusions will be as follows:
Royal Mail 24/48, Tracked 24/48, 1st and 2nd Class Account Mail (Parcels) and Business Mail Account 1/2C Unsorted (Parcels): AB36–38, AB54–56, FK18–21, KA27–28, KW1–17, PA20–38, PA41–80, PH19–44, PH49–50, TR21–25, BT, GY, HS, IV, IM, JE, ZE.
New Royal Mail Delivery Zones
Also from the 11th of August 2025, Royal Mail are updating our delivery zones to better reflect the cost of servicing certain areas. As part of this change, they will be introducing two new zones. The delivery zones will be:
- Zone 1: England, Wales and parts of Scotland, excluding Highlands and Islands. The area is made up of all postcodes not mentioned in areas 2 to 5 below.
- Zone 2: The Highlands and Islands – postcodes FK20, IV, HS, KA27-28, KW, PA20-49, PA60-78, PA80, PH17-26, PH30-44, PH49-50, ZE
- Zone 3: Northern Ireland, Isles of Scilly – postcodes BT, TR21-25
- Zone 4 (New): (parts of Aberdeenshire, Falkirk and Perthshire postcode areas, plus Isle of Wight): AB30-AB39, AB41-AB45, AB51-AB56, FK18-FK19, FK21, PH6-PH7, PH10-PH11, PH13- PH16, PO30-PO41.
- Zone 5 (New): (Channel Islands and Isle of Man): Jersey (JE), Guernsey (GY), Isle of Man (IM).
