THE Philippine Postal Corp. (PHLPost) is set to launch on November 22 Bacolod City’s MassKara stamps. Four Philippine Festival Masks have been chosen, including those of the Moriones Festival of Marinduque, Higantes Festival of Angono, Rizal, Tacloban City’s Pintados, and Bacolod’s Masskara. The Masskara stamps designed by Antonio Carranza Jr.
