South Korea’s Post Office Makes a Smart(phone) Move

South Korea has a mobile phone market penetration above 100% but that doesn't mean everyone can afford a smartphone. To make fancy phones more affordable, the government is offering mobile plans for as little as a dollar a month through the post office.
