Louisiana appeared to be out of the direct path of Hurricane Ike, but the state’s recovery from Gustav began showing strains: Huge crowds overwhelmed facilities for emergency food stamps and a shortage of tarps hindered homeowners’ efforts to repair smashed roofs.
