Ukrposhta entered the top 3 postal operators in the world

Ukrposhta received the Rising Star award and entered the top 3 postal operators in the world with the highest growth rates.

Ukrposhta received the international Rising Star award from the Universal Postal Union (UPU), a UN agency that unites 192 countries around the world, informs Ministry of Community and Territorial Development of Ukraine.

Each year, the UPU recognizes postal operators that demonstrate the fastest progress in the Index of Postal Development (2IPD). This is the first award in this category for Ukraine.

“The Rising Star Award for Ukrposhta is recognition not only from the international postal community, but also from the entire world. The Ukrainian operator has proven that even in extremely difficult war conditions, it is possible to achieve leadership results, ensuring timely delivery, supporting businesses and people throughout the country. This is the result of the dedicated work of about thirty thousand employees who ensure the continuity of service every day even in the most difficult moments. I am confident that this success will become the basis for even greater transformation and international recognition of Ukrainian services,” said Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine – Minister of Community and Territorial Development of Ukraine.

The award ceremony took place during the Universal Postal Congress in Dubai with the participation of Deputy Minister of Community and Territorial Development Andriy Bratus and General Director of Ukrposhta Ihor Smilyansky. According to official UPU data, in 2024 the company scored 72,7 points out of 100. This is a significant breakthrough compared to 2023, when it scored 51,3 points.

“It was very nice to hear from the best post offices in the world in these first days of the Congress: ‘We don’t know how you do it during wartime, but it’s incredible.’ These results are the work of our entire team and a reason to be proud of what we have achieved! And the fact that Ukrposhta quickly resumed parcel delivery to the USA (which, apart from us and Royal Mail, no other European postal service has done), arouses both surprise and respect among colleagues,” shared Ihor Smilyansky.

The official UPU report describes Ukrposhta’s achievements as follows:

“Reliability was our primary focus. Despite the war, Ukrposhta managed to maintain on-time delivery at over 90%. This was made possible by automating regional hubs, launching mobile branches, and implementing a real-time parcel tracking system, which now covers about 35 online sellers.”

The Postal Development Index evaluates the following key indicators: reliability, delivery geography, business model compliance, and its sustainability.

According to the Universal Postal Union, Ukrposhta grew as follows:

  • Reliability (from 82,6 to 91 points): maintained on-time delivery at over 90% in a full-scale war environment through automation of regional hubs, deployment of mobile post offices, and real-time parcel tracking.
  • Delivery geography (from 31,6 to 87,9 points): thanks to new freight corridors and data exchange agreements, it is possible to support exports for thousands of small businesses – despite the war.
  • Business model relevance (from 9,9 to 21,9 points): Ukrposhta continues to deliver pensions to frontline areas, provides all necessary services in rural areas, and processes a growing share of domestic e-commerce parcels.
  • Business model resilience (from 78,1 to 85,4 points): the company demonstrated how mobile infrastructure, satellite communications, and fleet diversification can ensure network continuity in the face of full-scale war and power outages.

In 2025, Ukrposhta’s on-time delivery rate reached 98%, higher than FedEx. At the same time, the company strengthened its international position: in particular, it quickly adapted to new US customs regulations, ensuring uninterrupted delivery for Ukrainian exporters overseas. The company’s plans for the current year include the launch of an updated mobile application, scaling the network of post offices, full digitalization of branches, introduction of courier delivery on electric bicycles, and the launch of the first financial inclusion bank.

All this was made possible thanks to the work of tens of thousands of people working in extremely difficult conditions – often on the front lines – fulfilling their social mission and developing the country’s economy. Recall that in 2022 the company won the Service Provider of the Year award at the Parcel and Postal Technology International Awards 2022, and in 2023 – three awards at the World Post & Parcel Awards.
