PROVIDENCE — Declaring victory in a fight it has been waging for nearly a year, the George Wiley Center announced Monday that the state energy office will issue checks for $1 in LIHEAP heating assistance to Food Stamp recipients, making them eligible for an additional Food Stamp allotment averaging $25 a month.
