Restaurants, Gas Stations and Party Stores Accept EBT Cards

In some states, restaurants accept food stamps. Most are fast food restaurants. Casinos, gas stations and party stores accept food stamps, too. Even cigarettes, alcohol, gambling funds and lottery tickets have been purchased with food stamps, although not directly. How have these abuses occurred?
