Should people be allowed to use food stamps to purchase soda? (Bangor Daily News)

Let me see if I understand this …….. “Food Stamps”?????? Does the word sound like SODA? When did toilet paper become a luzury? Can’t use food stamps for this purpose but can buy soda and chips! Something is very wrong here!
